Penderbrook Associates provides support on a short term or “surge” basis as well as support on a long term basis which includes support throughout the project design development, testing, production and life cycle support phases.
We understand that hardware and integration contractors are focused on system design solutions and may not have the in house expertise or an adequate number of personnel to develop the required systems engineering and supportability program deliverables. Our engineers and analysts have extensive experience working with design teams and we utilize various software tools to conduct the required systems engineering and supportability analyses in an effective and efficient manner.
Product Improvement Program / Life Cycle Support
Penderbrook Associates provides support in developing and implementing product improvement, modernization and life cycle support concepts. We provide data and statistical analysis support services to determine baseline system metrics and attributes such as operational availability, material availability, material reliability, system downtime drivers, high failure items, high cost drivers, operating and support costs drivers, and supportability related metrics.
Identifying Root Causes and Focusing Product Improvement Initiatives
Penderbrook Associates supports clients in identifying improvement alternatives and performing trade-off studies, sensitivity analyses, cost benefit analyses and total ownership cost analyses of identified improvement alternatives to project their impact in terms of cost, readiness or reliability. Our metrics driven process allows clients to identify root causes as well as their percent contribution to the problem which focuses product improvement initiatives.
We also assess the impact of alternative logistics support alternatives such as the use of contractor support services (CSS) or the implementation of a performance based logistics (PBL) support concepts. We utilize models or modeling techniques that allow for quick turn analyses that allow for the effective assessment of alternatives. Once an improvement alternative is selected and implemented, Penderbrook Associates supports clients in implementing closed loop monitoring systems that are utilized to assess the improvement impact of selected alternative based on actual in-service usage. This closed loop monitoring system provides for validation of the effectiveness of implemented improvement initiatives and supports the implementation of a continuous life cycle improvement program.

Proposal Management and Development Support
Penderbrook Associates provides proposal development and management support services in integrated logistics support (ILS) with a specialty in reliability, maintainability and availability (RMA), maintenance program planning, reliability centered maintenance (RCM), spares provisioning, systems safety, training and technical documentation development.
We provide proposal development “surge” services to support rapid turnaround proposal efforts
We support clients in developing proposals that address Customer’s statement of work (SOW) and performance specification requirements. Penderbrook Associates engineers and supportability experts, many with prior military and Government defense acquisition program experience, bring a working knowledge of successful program management experience and years of experience working on successful proposal development initiatives.
Our goal is to help raise the competitiveness of client proposals and to improve the efficiency and effectiveness of the proposal development process. In addition to supporting development of the technical, and program management volumes of proposals, we provide support to conduct pink, red, and gold team proposal reviews.
