January 2011: Penderbrook Associates awarded a subcontract to provide Reliability and Maintainability, logistics support and training program development support to NAVSEA 05 programs. This includes support for Naval Sea Systems Command (NAVSEA) ship and craft acquisition and life cycle modernization programs.
October 2010: GSA awards Professional Engineering Services (PES) Federal Supply Schedule (FSS) contract to Penderbrook Associates. The GSA PES Schedule offers Federal Government Agencies a streamlined way to procure engineering services from Penderbrook Associates.
June 2010: Director of Operational Test and Evaluation (DOT&E) issues memorandum on the “State of Reliability” which identifies DoD system reliability as a problem with major implications regarding cost. The DOT&E 2009 Annual Report finds 33% of programs were assessed as “unsuitable” with the primary cause being poor reliability. DOT&E continues to stress the importance of reliability growth programs and the use of ANSI/GEIA STD-009 to engineer the required reliability into designs to maximize system readiness and reduce total ownership costs.
June 2010: Penderbrook Associates contracted to develop a comprehensive training assessment process for ship modernization programs. The process will identify training program impacts during the alternation design and development process and ensure required training program changes are budgeted for as part of the ship modernization planning process.
April 2010: Penderbrook Associates contracted to apply the Afloat Configuration Manpower, Personnel and Training (ACMPT) application to aircraft carriers. ACMPT provides Program Executive Office (PEO) Aircraft Carriers the ability to provide ships training officers tailored training plans for systems upgraded during ship overhaul and modernization periods. This ensures ships force is provided the required training to safely operate and maintain upgraded ship systems.
March 2010: Penderbrook Associates provides reliability growth planning/strategy development support services to Navy craft and shipbuilding programs. These services support emerging DOD guidance and Public Law 111-23 requirements which require programs to incorporate reliability growth requirements into acquisition programs to reduce program Total Ownership Cost (TOC) and program risk.
November 2009: Penderbrook Associates contracted to support reliability and maintainability of Naval Sea Systems Command (NAVSEA) ship, craft and system design projects. Support includes Reliability, Availability and Maintainability (RAM) simulation modeling, RAM program planning and RAM specification development, reliability growth program planning, and independent validation and verification of program RAM deliverables.
June 2009: Penderbrook Associates supports Navy diesel engine improvement programs in developing Reliability and Maintainability (R&M) performance metrics. The R&M metrics allows the Navy to quantify diesel engine operational performance and identify problematic diesel engine subsystems/components as well as their root causes. The R&M metrics also provide for the identification of emergent trends and assessment of the effectiveness of implemented improvements.
May 2009: Public Law 111-23 directs DOD programs to apply System Engineering approaches to enhance Reliability, Availability and Maintainability (RAM) in acquisition programs and incorporate reliability growth requirements into acquisition programs to reduce ownership cost and reduce program risk.
December 2008: Office of the Under Secretary of Defense - Acquisition Technology and Logistics (AT&L) continues renewed emphasis on reliability, maintainability and cost by issuing procedures to implement sustainment data reporting.
December 2008: Department of Defense issues update to the Operation of the Defense Acquisition System instruction, DODI 5000.02, which incorporates new requirements regarding reliability growth program as an integral part of the design and development process.
October 2008: Penderbrook Associates awarded reliability and maintainability engineering support contract to support the Naval Surface Warfare Center (NSWC) on Navy craft research and development programs.
